Meeting and Exceeding Growth Targets Connecticut’s Department of Education measures progress using a matched student cohort growth model, which evaluates each student’s learning against a fixed academic standard rather than comparing them to peers. Over the last 3 years the district has seen steady gains across all grade levels, with more students meeting or exceeding their growth targets each year of implementation—a clear sign of lasting, systemic progress.
